Do You Know What The Title of This Film Is?

Some time ago on some Jonathon Ross program or other I saw a clip from what looked like a really interesting film, but I've forgotten the name of it!

Help me out here, this is what happened in the clip;

- About two dozen or so men were standing in a room facing each other's backs, in a circle, kind of like a conga-line type of thing, but, like I said, looped around into a circle. Each man had a gun pointed into the back of the head of the man in front of him. A light bulb was lit (or possibly unlit) in the ceiling above, and the men were told, to pull the trigger when the light bulb turns off (or on?)

I think it was a foreign language film. Does anyone know what the name of it is?

I too saw a bit of a film on JR a few weeks ago and want to know what it is, it was an Asian action movie of some sort, with guns and cars, something that looks like a Jet Li film (like Romeo Must Die or something), but I don't think he was in it...
