Shared folder permissions - wasting my time??

From what I can see all variations of permissions are applied to folders and to files so there doesn't seem to be a way to lock down folders and allow a free-for-all on the files within. Anyone???

I hope "security" forum covers this sort of issue, sorry for posting here if not. A lack of security on a share is what caused me to look for security which Windows doesn't offer
