Be aware that you're liable for duty on imported cigars, and you cannot import more than 200.

In the former case, customs will charge you Customs Duty + Excise Duty + standard Irish VAT on the cigars. In the latter case, they will simply confiscate the consignment if you have more than 200. If you import from another EU country, you don't have to pay any tax or duty, but the limit of 200 still holds.

Is that 200 at a time, or 200 per week, or what? If you buy them duty free, surely you don't have to pay duty or VAT?

Incorrect, Exciseable goods are always liable excise no matter where they come from. Excise is a national import duty and goes directly to the national exchequer, Customer is an EU duty and goes to the EU coffers. Once goods are in free circulation with the EU there are not liable to Customs, however this does not apply to Exciseable goods.
