This is a problem with NTSC DVDs and usually requires you to just change a setting on the DVD player to RGB if I remember so I don't know how to fix the problem, sorry I am useless maybe mess with the settings on the TV for the input you're using

You need an RGB SCART cable. But wait! the US Gamecube is a special case, and any old SCART cable bought here won't work. You need to buy a modified component cable / NTSC Gamecube RGB cable from somewhere online. It'll cost over $30.

    Try the usual shops like:
    www.lik-sang.com
    www.play-asia.com
    www.ncsx.com

I got mine from www.lan-kwei.com . I've seen complaints about this shop but I had no trouble. Here it is at the top of this page:

(And how can you have backups on a Gamecube?)

I thought the colour encoding was dictated by the game. It must be dictated by the console. That modified cable will do the job, as long as your TV has a SCART input.

The VGA cable on the Lan-Kwei page? It's also made from a component cable.
