Can you use 'pay-computers' for longer/free?

Is there any way to get out of a programme e.g Spectrum Interactive, that only allows a certain amount of time in the internet e.g. in a hotel, internet cafe, shopping centre etc. I think I saw someone do this before but the computers cannot download files or install anything. In NT 2000 Pro, how do you get into safe mode?
