Mandatory Profile

I'm trying to setup a mandatory profile for users. The network is 2000 server and XP clients. The problem is that I rename the ntuser.dat in the roaming profile to .man (the file type still says dat file though). When the users log in and out changes are saved and a new ntuser.dat is created.
I have done everything I could think of:

Created profile locally and copied up to share on server
Changed profile settings on local machine to use roaming profile
Changed security settings on the profile share on the server.
    Removed profile on local machine

It still creates a new .dat file whenever the user logs off. Checked microsoft and google but can't seem to see this problem else where. I thought it was security/share issue but tried all sorts of settings and created dummy users.

    And ideas?
