PC Fried?

Was on my PC last night when all the sockets in the house went, When they came back on The PC wouldn't turn on. So Ive started the usual sequence of error checking today, starting obviously with the Plug. No joy there and threw in a 2 old PSU's one of which when it has power running through it the Mobo emits a low siren type noise, the other PSU will turn on but wont power up fans etc.

Any ideas? Should a new PSU sort this out the PSU's I was trying it with are all well old. Plus if someone has had something like this before and the PC was borked let me know, any excuse to upgrade, you know yourself.....

Sounds like your mother board might be fried.
