Run Cpuz and see what speed its running at,

Somtimes they default to a really "low" speed like 1ghz

stick cpuz in google and download it - it tells you how fast each component is running.

You pobably have a full memory check running on boot. Check the bios options.

Do you mean slow as in pentium 1 speed, or not as fast as a system of that spec

Get CpuZ and post up screenshot of the memory and cpu tab.
    Should look something like this

I have heard people report that the Nvidia IDE drivers can cause problems like this with Nforce4 chipset motherboards. Do a Google for "slow boot" and nforce4 and you'll see what I mean. Most seem to say just using the default WinXP IDE driver works better, so if you have the Nv IDE driver installed maybe uninstall that. I know that you most likely have a SATA hard disk but your optical drive, dvdrw or whatever is probably IDE and may be using the dodgy IDE driver.
Another thing that seems to get a lot of mentions is NCQ(native command queueing, a performance enhancement in newer hard drives), as some people have found that certain makes and models of HD with NCQ have problems with Nforce4 chipsets, so looking into turning off that feature might solve your problem.
