A girl at work asked me look into converting a video into a DVD. I tryed google but nothing came up that were off any use. What would you need to be able to do it? Is there any companies around the Dublin/Meath area that might do it? Any help would be great.

It's not difficult to do if you have the right hardware. Any device capable of capturing at DVD MPEG2 quality (720x576 @ 25FPS) though since your source is VHS it won't be "DVD" quality. You can pick up USB2 capture devices for less than €100, in fact I seen one in ALDI recently. The WinTV series of cards have various options that may do the job. I have a Belkin USB2 capture device that I got in PC World for €70 some time back and it's pretty good.

The hardware will usually come bundled with something like Ulead Video Studio which will do the software side of the job, then you burn to DVD. It will take several hours to do all the video processing and encoding though so be prepared to wait. You can make quite good looking home DVDs with them though.

Have a look in the Buyandsell for ads offering the service too, I'm sure I've seen them in there before. Try the Video and TV section, or the computers section.
