A question about Election Monitoring

Y'know when there's a news story about an election in some far-flung place like the Former Soviet Republic of Georgia or Gaza or Ethiopia or somesuch place we hear talk of "international election observers" generally from some class of international organisation or other. Can anyone tell me if the equivalent election monitors are in place when elections take place in countries in the developed world - countries such as Canada, the EU member states, Switzerland and the like?

International, generally only on very low background level.

Internally, political parties and the state can carry out their own checks.
