I'm not sure how to make this work, but the crossing from San Diego to Tiauana is here:

    "Google Earth - New Placemark" lat=32.5424160796, lon=-117.029364478

Now zoom out a little and see the space left for the new road.

Do you mean here (from Google Maps + Satellite View)?

It looks like the M50 toll plaza! :D

Look at the difference between an American housing estate and a Mexican one. Interesting.

I crossed that border on foot a few years back, it's one of the most stark contrasts I have ever witnessed when crossing an international boundary. San Diego is one of the wealthiest cities in the wealthiest state in one of the wealthiest countries in the world and Tijuana is a sh!thole.

Is that not a storm channel?

It could be (some streams actually lead to it), but I don't think so.

It's definitely a drainage channel. Roads run along it but you can see what's really going on if you look at the ends.

Was their a few months back, the open space beside the road is a very wide storm channel. You cross it as you head to the center of Tijuana from the boarder post......and yes Tijuana is a sh!thole, catering for the most part to the naval base personal and university students in San Diego but its still worth a visit;)
