Yeah I've used speedfan before, as far as I recall it has to support your motherboard... I think you can manually specify what motherboard to use aswell, so check your pc manufacturers website for clues.

I don't think speedfan is the answer to all your problems though... consider how many moving parts you've got... PSU fan, harddrive, cpu fan, northbridge fan, graphics card fan (probably), cdrom drives... noise from lots of different sources.
There are hardware solutions to these problems if you're willing to spend a few quid on them... I know I have!
Although you've got to worry about your warranty if you're going to start modding hardware for noise, which is why I build my own PCs... it also allows me to hand-pick the quiet parts, instead of buying crap loud ones and having to replace them later... paying twice.

I'd say ring up support and give out shít to them, stand up and be counted :)
They might be able to help you out with some BIOS settings, like enabling Cool n' Quiet if you've got an AMD64 or loosening up the temerature/fan targets. (that's what I do now instead of using speedfan, hardly a peep out of the cpu fan these days)
Or you never know, maybe your PC is just a freak among their range and somethings wrong with it.

It's a pretty annoying situation to be in if you value your warranty :/
