    Wow, I'm impressed with the way New York has planned for this. If only the Irish government/civil service could plan for *anything* with that level of detail, this country would be a much better place.

    A strike by the city's 34,000 transit workers is illegal under the state's Taylor Law, which provides for substantial fines against public workers who strike.

    Finally a state that recognises that sometimes the needs of the state are greater than the needs of the estate.
