    One winxp pro machine.
Admin and one other user account.
    External HD connected via USB2.

At the moment as soon as any user logs in they both have full access
    to the external HD.

Is there any way of making this drive and its contents accessible only to the admin? (besides physically disconnecting it).

External disk full of pr0n you don't want your mother to see eh? I hear ya :D

Right-click the drive in explorer, select properties. Click the Security tab and then give Administrators full access and Users none. That should do it.
