What do I need to do to hold a texas holdem tournament in my local GAA club?

Do I need a licence? set up a club? etc..

What percentage is an abceptable rake from the total prize pool?

    Cheers

License: as far as I know you only need a license if there is cash games as these are considered to be "actual gambling". If you run a tournement with a limited amount of rebuys or even Single Table Tournements with a fixed by in, then poker is considered an "exhibition skill" and as such is not gambling, the entry fee is considered the price of your entertainment.

Rake: For a tournament there's usually a reg fee, eg 20buy in plus 3euro reg fee. some pub tourney's charge up to 20% and let people know and are very above board about it, 20% is considered alot, almost the MAX, but there are some people who will chance their arm and take more but will never get repeat business. 10-15% is fair I reckon.

Chips: Its common to start people with approx 2000 chips, alot of people like having alot of chips in front of them so if you have the equipment give 8 x 25 chips (200) 8x100 (800) and 2x500 (1000) for a total of 2 thousand chips... so people have alot of chips in front of them... its better than having 1x1000, 1x500, 4x100, and 4x25...

To save arguments; charge a high registration fee. Say €100+20 reg, then the prizepool will go to the tournie and the rest to the GAA. No arguments then.

In realilty a fair rake from the prize pool depends on the price of the buy in. If the buy in is around €20 to €50 i would say €20 + 3 or €50 + 5 would be fair enough. If you are really just looking for money then have re buys but its extermely player unfriendly

When you say running a tournament in the GAA club, is it for club fundraising or your own venture?

If it's for the club, people will probably be willing to suffer a little more than normal. If it's for yourself, I wouldn't go over 10%.
