Seems the 360 release in Japan wasn't as big a success.

The culture gap is as big as ever in gaming. The release of Dead or alive might generate more interest.

Sure the consoles won't work with the games here... but maybe they have some of those elusive VGA cables to spare.

I have read about that too. A Japanese guy was asked in what I've read about the XBox itself, and he said that Japan is aware of the XBox and 360, but the normal japanese guy would buy Sony or Nintendo.

Sony and Nintendo originate from Japan, so no wonder Microsoft has a hard time selling new 360's in that market. For Microsoft it's the most difficult market in the far-east.

Microsoft wasn't impressed when they heard that shops sold around 50 360's only on launch day, but they still keep their hopes for better sales...

They're doing better than with the original xbox (at this point).
With the devs they have on board they have the potential to do well (not Sony or Nintendo well, but not embaressingly bad like before), but Japan is an odd market and what looks good on paper doesn't work out in reality. They love games that make no sense to the West.

DOA4 should help them out, but they still won't touch the others in the long run.

Not according to that IGN article :

"Whatever the numbers, one thing is clear: the Xbox 360 is selling worse than the original Xbox did back when it hit Japan in February of 2002. According to Enterbrain's figures, Xbox managed sales of 123,929 units and a software-hardware tie ratio of 1.45 pieces of software for every system over its first three days."

    ouch, my mistake!
That's not good for MS, I'd be confident enough to say that the 360 will do better in its life than the original, but that's not saying much.
