yes, boards.ie is an Irish chat site based in Ireland and populated by mostly Irish users.
This particular forum titlaed Abroad is for people who live abroad of Ireland who have questions about other countries.

*please also note that the picture in your signature is too big , you must remove it or shrink it to regulated size. See my picture...it can be no bigger than that.
