Anyone know the cause of this?
I click shut down on the PC, windows logs out, saves settings, then the message box that says Saving Your Settings goes away but the blue background remains, I hear the click of the fans etc going off and the hard drive going off but the blue background just stays there for up to 5 mins and the machine eventually shuts off, sometimes it reboots. I've scanned for virus, adware etc and everything is clean. I'm fairly experienced with using computers and I'm not careless with software or downloads but can't figure this out
    Any help appreciated

I had a similar problem whereby whenever i switched off, the pc would just restart itself again and i had to switch it off at the plug. It turned out to be a conflict with my hardware. I took my wireless card out and the pc shutdown as normal.
What you should do is one by one take out different pieces of hardware to see if this may be causing it, thats how i solved my issue :).

any extra processes running on the background?
i had a similar problem to both of you,
cause of it was the wireless card software.
got an updated version and no more problems.

my advice would be to disable anything non essential from msconfig and troubleshoot individual running processes that way.

There's a setting in the registry which lowers the time allowed for apps to close (before forcing them) on reboot/shutdown, I'll post it up if I can find it in my text file of XP tweaks again.. ?

I have this problem with my broadband router connection I think, sometimes the system won't turn off properly UNTIL I power off my router, so I assume something is holding the connection to the computer. Worrying. :\

There are a few Registry tweaks/fixes that could be applied - but they really are overkill at this stage; so hold off.

Please specify your OS (Including SP's installed) & model of computer.

Are you connected to a network? (A domain?)

Have you added any hardware or software recently/since the issue occurred?

Check Device Manager for conflicts ("Other Devices" .. !'s )

Remove additional hardware and see if affects the shutdown sequence.
If not, then tackle it from a software point: using MSCONFIG (Start -> run ->MCONFIG) and try disable non-MS items)
