Annoying desktop file

A couple of days ago i downloaded an installer through mozilla to the desktop. I installed the program and deleted the installer. Later on in the day when i restarted the computer, the file reappeared on my desktop, with a generic windows icon. When i went to delete the file, it said another program was using it. The file is 0kb, and has no content(obviously)(Also, it might be worth mentioning that the installer is from a trustworthy site). When i try deleting it in safe mode, i get the same error, and when i try to get at it through the file system under my admin login, it tells me access denied.

Anybody any ideas on how to get rid of it? Its a minor problem, but annoying none the less.
