You could try booting into safe mode and then deleting it.

Tap the F8 key repeatedly when windows boots to enter safe mode.

    Good luck.

    Press ctl-alt-del
    Go to File>New Task (Run...)>Browse
Find the file and then delete from there
Nearly always works when you cant delete a file because its in use.

That makes little to no sense to me...

Start pressing F8 as soon as the computer starts, not when the Windows screen appears.

Try it next time you cant delete a file because its in use. Its a lot handier and saves you having to restart your pc twice just to delete a file

Also if you cant get the f8 safeboot method work try going Start>Run and type msconfig. Then go to the BOOT.ini tab and select /SAFEBOOT and click apply. Restart your pc and should be in safeboot mode.

Just deselect safeboot and and reboot to get back to normal ;)
