the radio station should do it for you. failing that any studio would do it, be it pro or home based.

    1. Decide on the aim of the ad. What message do you want to carry? What is the goal of the ad? What position in your target market are you looking for?
    2. Use (1) to brief a copywriter who'll write the script.
    3. Cast voice-over artist(s)/actor(s). Source music/SFX.
    4. Record.
    5. Edit.
    6. And relax.

An ad agency will do it for you. If you've little or no budget the radio station should put something together (but it won't be as good). If you've absolutely no budget try the radio/TV/advertising forums for students who'll do it for free to build up a portfolio.

if you can't afford an ad agency but can afford a studio book time somewhere like tommy ellises or lime street and they'l get you the v/o artiste and do a proper proffesional record and mix
