    Responsibility for the development of specific proposals for the expansion of Luas services lies with the Railway Procurement Agency (RPA).

    My Department is discussing proposals for a Capacity Enhancement Programme on the Tallaght Luas Line with the RPA at present. An Outline Business Case for this programme has been approved by the Board of the RPA and submitted to my Department.

    Financial provision has been made for this capacity enhancement of the Luas network in Transport 21, the capital investment framework which was announced yesterday.

    I announced a new Transport Investment Programme, TRANSPORT 21 on Tuesday 1st November. This ambitious programme underlines the Government's commitment to develop a world-class transport system for the 21st century. The Minister for Finance and I engaged extensively on the preparation of this landmark framework which involves the investment of over €34 billion in current prices in the 10 year period 2006 to 2015.

    Included in this Programme is a commitment to 7 new Luas projects and 2 new Metro services:


    *Metro North from St. Stephen's Green to Swords serving places such as DCU, Ballymun and Dublin Airport
    *Metro West is an orbital line serving places such as Clondalkin, Liffey Valley and Blanchardstown. Metro West will link with the Tallaght Luas line and Metro North. It will be built on a phased basis starting from the Tallaght end in 2010 and with a completion date of 2014.
    *A new Luas line from Lucan to the City
    *Tallaght Luas line will be extended to the Docklands
    *A spur will be provided off the Tallaght line to serve Citywest
    *Sandyford Luas line extension to Cherrywood
    *Sandyford Luas line extension to Bray,
    *The two Luas lines will be joined
    *This new cross-city link will subsequently be extended northwards to serve Broadstone and to the new Dublin Institute of Technology campus at Grangegorman.

    The Dublin Transportation Office's "A Platform for Change" continues to provide strategic framework for the development of the Greater Dublin Area's transport system. In that context feasibility studies and planning work will also be undertaken over the period of TRANSPORT 21 on other projects not included in this Programme, but contained in "A Platform for Change". However, funding to bring them to construction is not included in the ten-year envelope.

    I announced a new Transport Investment Programme, TRANSPORT 21 on Tuesday 1st November.     I am including a table which will show the completion dates of each Metro / Luas project. The table also shows the Metro / Luas projects which will be funded by public private partnership.

    The commencement date for each project is a matter for the Railway Procurement Agency, subject to compliance with the relevant statutory provisions and procedures.

    As each project will be subject to a competitive tendering process, it would not be in the public interest to disclose the estimated cost of individual projects.

    No such lines were proposed in PFC Olivia! The proposal was for metro from Shanganagh to Swords and metro from Finglas to Tallaght and back in to the city centre via Kimmage, with a spur to Citywest. Call yourself a transport spokesperson?

    The PPP listed as those where a Design Build and Operate appiles, ie Metro

    Luas is a section 49 contribution so its not a full blown PPP

    Victor is quite right to post everything he finds as each small piece contributes to the whole. I've been working on the plan and costs and the current best guess is

    The Transport Investment Framework announced yesterday, includes a provision for a Metro line from the City Centre to Swords via Dublin Airport. This does not include an extension to Donabate, nor was such a link envisaged in the Dublin Transportation Office's strategy "A Platform for Change".

    It is intended that the Metro line will terminate north of Swords at Lissenhall. However, there is a major park and ride site planned at the terminus, which will benefit people from Donabate, Portrane and other areas of North Dublin, Meath and Louth travelling to the airport or onwards to the City Centre it will be possible to park at the terminus and take the Metro line to the airport or onwards to the City Centre. The Metro journey time from the terminus to the airport will be under 10 minutes. The journey time from the airport to the City Centre will be under 20 minutes.

    The Railway Procurement Agency (RPA) is currently preparing a detailed implementation plan for the Metro North Line. This will include public consultation which will commence in early 2006.

    The final location of stops will be defined through the public consultation and statutory approval process. RPA's current proposal for Metro North includes a mix of underground, at-grade, and elevated alignments.

    Transport 21 includes a Metro line from the City Centre to Swords via Dublin Airport (Metro North) and an Orbital Metro route (Metro West) linking Tallaght with Clondalkin, Blanchardstown and Ballymun.

    Metro North and West will be developed as PPPs. It is likely that the infrastructure will be procured on the basis of a Design Build Finance and Maintain (DBFM) PPP, with a separate PPP contract for the operation of services. The PPP consortia that win the infrastructure contracts will finance the capital cost of the project, probably through a mix of borrowings and equity. The consortia will be paid by the Exchequer over a period of years (usually in the region of 25 years). Payments will not commence until the service commences, thus incentivising the consortium to deliver early. These payments will cover the costs of the consortia including construction, infrastructure maintenance and renewal and financing costs.

    The consortia will be responsible for ensuring that the projects are delivered on time and that the infrastructure is available for service over the full period of the contract to the required standard.

    The Railway Procurement Agency (RPA) is as present preparing a detailed implementation plan for the Metro North Line. This includes the preparation of a public sector benchmark. The implementation plan will also include public consultation, which will commence in early 2006.

    Having announced a new Transport Investment Programme, Transport 21, on the 1 November 2005, I received, on 7 November, an application from the Railway Procurement Agency for a Railway Order in respect of the proposed Luas extension from Sandyford to Cherrywood. I have directed that a public inquiry be held into the application and an inspector to conduct the public inquiry has been appointed.

    Transport 21 includes the completion of the extension of the Luas line from Sandyford to Cherrywood by 2010. Subject to compliance with the relevant statutory procedures, I expect construction to start during 2006.

    While, the proposed extension will not be developed as a Public Private Partnership, I expect that the private sector will fund a significant proportion of the cost of the line through inter alia, levies on developers under the Planning and Development Act, 2000.

    While Transport 21 involves is a very large commitment of financial resources, those resources are also finite. It has therefore been necessary to prioritise the investments to be made over the ten year period.

    Luas Line B1, one of the first projects to be rolled out in the implementation of Transport 21, involves a 7.5 km extension to the Luas Green Line southwards from Sandyford to Cherrywood. Transport 21 also provides for the extension of the Luas line from Cherrywood to Bray by 2015. These extensions will be implemented having regard to the continuing strategic objective of upgrading the line to Metro in due course.

    Tallaght is served at present by the Luas Red Line. The other areas mentioned by the Deputy are currently served by two QBCs (Rathfarnham & Tallaght) and a significant number of bus services.

    Transport 21 includes a substantial financial provision for the development of bus services and for the doubling of the Quality Bus Network over the period of the programme.

    Transport 21 provides for feasibility studies for a number of projects over the course of the programme, including a Luas line from the city centre to Dundrum via Terenure and Rathfarnham. It is not possible at this early stage of the project to make any comment on a possible route.

    Transport 21 provides for the development of a Luas extension from the Red line to Citywest.

    I understand that the Railway Procurement Agency is conducting discussions with a group of developers regarding this extension. The proposal under discussion envisages serving Fettercairn, Cheeverstown, National Digital Park and Fortunestown Lane. RPA expects to initiate an appropriate public consultation process in due course.

    Pending completion of planning work, public consultation and the statutory approval process, it is not possible to be precise about stops.

    Transport 21 provides for a spur from the Tallaght Luas line to the Citywest Campus (Line A1). The Railway Procurement Agency (RPA) is at present progressing this project.

    The inclusion of the in Transport 21 project was contingent on agreement being reached between the RPA and private developers on the sharing of the costs involved in the project.

    Public consultation on the proposed route from Belgard to Fortunestown Lane began on 23 February 2006 following the signing, in September 2005, of Heads of Agreement between the RPA and developers in relation to the scheme. My Department recently approved an extension of the project to Garter Lane arising from an agreement among the developers, which, inter alia, involves additional private sector involvement in funding the scheme.

    South Dublin County Council have confirmed their strong support for the project.

    Subject to compliance with the relevant statutory procedures etc, construction should be completed in 2009.

    Not bad. Between November and May Cullen has put back the completion of the City West Metro by a year. By December, if he's running to form, it will be 2010. Ditto the Point Depot and the Red/Green cross-town route. Not a hope in hell of 2008.
