i dont see how your computer getting turned off and on again cud effect its speed?
and plumbers often have to mess with the mains so you should have turned it off anyway

i always ask before i switch off circuits in a house if anyone is on a computer that can they save their work and switch it off.
and ive no idea how a computer would go slower after a power cycle, unless some programs have just kicked in after the reboot.
    spyware etc.

It's not really his fault! Your house must be running very close to it's capacity!
