sky + no phone line?

i recently called up to get sky plus, i had sky years ago but cant remember why the parents canceled it,but anyhow i called sky and wanted their sky world and sky + just at the end of the order the guy told me that i need a phone line for sky + but i dont for regular sky bar the 34 euro payment or something, why would you…

why would you need a phoneline in the first place to have sky
then let you pay a fee and have it without a phone line? but yet you can't get sky +?

unless theirs so techinical reason it seems a bit stupid since i only want to get sky +, if i cant get it ill keep ntl digial
excuse the stupid questions but i dont know much about this stuff,
