Anybody with a suitable qualification and most importantly, must have insurance.
Basically and architect, technician or engineer. As LONG AS THEY have insurance to do so. Try golden pages or ring Meath Co. Co. as many Co.Co have lists of approved persons qualified to carry out such works.
