Dont know if this is the correct forum for this. (if it isn't etc..)

I firmly believe that domestic rates should be reintroduced in Ireland. In order for a county council to provide essential services and improve on "social capital" services they need more money. Furthermore I believe that is would increase the rate payers stake in their local area. Also landlords should be charged commercial rates on their "busnisses"

The problem with local domestic rates is that a basic standard is not given to all. You live in a poor area that need more services you simply won't have any cash to do it. You end up with richer areas spending money on nice lights while poor areas can't epair the roads.
This is how it is in the USA and it ccertainly doesn't seem like a fair and equal way to distribute wealth to improve all our residents lives. People can't even organise their property management companies and you are suggesting that people take control of the whole district!

What I am suggesting that when home owners pay domestic rates the local council takes responsibility for these things like street cleaning , grafetti removal, bin provision etc.

You then have poor areas suffering because there is not enough money. Low density areas with high problems can't take care of themselves etc... THe local Councils are reponsible for bin provisions already and that is where the bin charges come from. I might be getting you wrong but it doesn't sound like you looked into this enough, I really don't mean any offense
