When you restart your modem, do you pick up a new IP? Could be that you're getting so battered by noise from your thourghly legal downloading that the channel is getting flooded, and the fresh IP avoids that for a while.

I have this problem also in Galway out of the blue. When restart my modem have normal speeds which eventually crawl down to 0.5kb and to a point where it takes 60 seconds per page to load on boards.

No spyware, or any viruses, and static ip...

I think you answered your own question. There are two causes for your problem.
    1) You use a USB modem, these often are like the old winmodems, they use the host computers CPU to work, this means that if your CPU is busy doing something else your download speed will drop. You should get a decent external modem with an ethernet port, then connect it to your computer with an ethernet cable (you will need an ethernet port on your PC though)
You mentioned your ISP is eircom, people have reported speed issues with them already, I think the guy that started the "embarrasse your ISP" thread mentioned 2500ms pings to boards.ie. I assure you I dont get such crap rates with BT.
