    You know in the Simpsons? Stupid Question. Anyhoo, Chief Wiggum's kinda "weehhhh" which he uses sometimes. essentially it conveys that anbd is used wjhen you've zinged some one. It's quite complex for an emoticon, the rough equivalent of the character of Hamlet
