Have you tried booting into safe mode? Press F8 or ctrl/F5 on start up. If that doesn't work have you got a 'windows 98 startup disk'? (Generally on a floppy) - insert that and boot to command prompt and type 'help' - a new screen appears/read through carefully.

Restart with the boot disk and follow the instructions you got in it's help files/ remove disk and restart - it should then start.

If your not sure on any of the proceedure or don't have a boot disk but have access to another pc, pm me and I can let you have a copy. Simply download the .zip I will give you for download/ unzip/copy to floppy and use on your 98 computer system.

keep pressing F8 as your starting the computer.
when you get a menu choose command prompt no 5
type scanreg /restore then press ENTER
you will get a list of the last 5 dates (usa format) your machine booted succesfully into windows. choose one see how it goes.

are you getting anything displayed at all on screen when you power up the computer? any beeps or noises?

Yeah, like Ruu said if you are getting no picture at all onscreen then it isn't Windows 98 that's the problem, it's some part of the computer's hardware that is malfunctioning. The usual things to try in that case would be to check that various components are seated properly in their places, memory, graphics card, parts like that could all prevent the pc from starting up if they were slightly dislodged. Has the pc been moved lately?, sometimes things like that can result especially if it got a bit of a bump.
If there are beeps then provided you know what type of BIOS your pc has the beeps can be interpreted to clue you in as to what the fault is. (For example on an Award BIOS 1 long beep followed by 3 quick beeps means the graphics card is the problem)
This website explains what the beep codes mean for some of the most popular types of BIOS.
