There's plenty offering the 0% introductory rate at the moment (BOI, NIB, Tesco, to name a few) but I don't think any offer free payment protection. Some, like MBNA, are very pushy when it comes to selling payment protection, as its a big revenue stream for them.

It's a waste of money, if you ask me. If you get into serious financial problems, a phone call to your credit card lender, describing your situation will normally produce a solution. In a sense, payment Protection protects the CC issuer as much as the cardholder and the terms for making a claim can be very strict.

payment protection is approx 75c I hink with MBNA per 100e owing (well it is on card I have) and MBNA are offering 1.9% on balance transfers. I think Bank of Ireland are doing 0% on that when cheked recently. There's a link on www.pigsback.ie that will take you to a survey of all the current deals with Irish credit cards, i'd check that out if i were you!!
