IBBs upgrade to 1MB

I noticed that IBB upgraded their breeze from 512K to 1MB. I rang up to ask them to up um connection but they said I'd have to send in myrequest in writing with a contract. Does anyone know why they are making us do this, is their any drawback in getting upgraded?
