Terminal for restricted website access

    Not sure if this is the correct forum. Anyway...

    I am trying to set up a PC in a public place which will have access to a single website only. The computer will be unattended, so I don't want a casual user to be able to access anything else on the PC or local network. It seems to me that the basic functional requirements are:

    1. A browser configured so that it is 'always on top' and cannot be closed or minimized.
    2. A browser configured so that only a specific setof URLs can be accessed.

    Is this possible without writing a custom application and if so, how?
