mp3 is a music file. rar is an archive file.

Get a copy of WinRAR, your mp3 is likely to be inside it.

    Oh dear god!

Rar files are archive files. I assume you have a bunch of mp3s within a rar file (no doubt downloaded from somewhere) and you want to burn to an audio cd. First off you need WinRAR. Once installed, right click on the archive(s) - extract the files. Then use as normal.

Just to add to the above comments, WinRAR is Shareware. A demo version is available to download from http://www.rarlab.com/download.htm

Depending on the way your stuff was downloaded it might be split across a couple of files. They'll be labelled file.rar, file.r01, file.r02 etc. Just make sure to double click the one with the .rar extension once WinRAR is installed and you'll be fine. If it's not split across a couple of files, feel free to ignore this paragraph ;)

Although, if you downloaded them it may just be a case of changing the file name to .mp3 some Illegal sites rename mp3 files to rar files to deter the software that searches for illegal download sites.
