Or more often called Signal Integrity Analysis, I think.

Who wants to shed some light on the whole area for me?

In particular the algorithms used, given a pcb layout (gerber), a netlist?, and IBIS models.

Any of our universities have some people in cubicles working on it?

Unlikely given that all of the mainstream pcb layout packages already include it and I don't think any of the companies writing such software are based here. 'tis done, and you can buy it for less than you could make it (it's still expensive to get good stuff but these days if you want to be involved in manufacturing you have to have plenty of money).
