    <Less sarcastically> probably Borland C++ (latest version) is the thing you might want to invest in. As doodle said though, (kinda) any operating system will run your program if you are using a compiler on that OS.

    Dev C++ is free and should be lovely for a beginner ( I'm just guessing ;) )

    You don't write a programme in a compiler! :rolleyes:
    I use Vim. It rocks. Though it's probably not the best for a newbie, but if you're going to be doing a lot of programming, then you will find it fantastically handy once you pick up how it works.
