    Traffic congestion and inefficient transport systems in Dublin are threatening the very basis of the country's prosperity, according to a new report being launched this evening.

    The report, Agenda for Dublin, looks at the key issues facing the capital.

    It says that Dublin's transport problems must be tackled at a region-wide level with urgency and authority.

    It also recommends that public transport plans should be subject to a social audit to assess their impact on social life, community participation and social inclusion.

    The report was compiled by the Dublin Regional Authority and the Dublin Employment Pact.

    The organisations say that the proper development of the Dublin Region is a pre-requisite for the development of the country of a whole.

    They also call for the creation of a Greater Dublin Authority to tackle issues such as transport, housing and planning.
