In my office today , the lights were changed with very very bright white light tubes whith a very diffuesed throw..

Its unbelievably bright, everything has a white washed feel to to it with the new bulbs.
I haven't had (non hangover induced )a headache in years, but today my head was literally splitting in pain..and still is, am dreading tomorrow and am seriously thinking of wairing shades..no matter how stupid that is going to look.

Are there any lighting regulations for the workplace?

Have a weather station?, why not join the Ireland Weather Network - http://irelandweather.eu/

You say office, so I presume you work on a PC. And yes, there are regulations, to do with how bright the light can be. Its too late now, but I'll google the stuff tomorrow.
