I know that Ireland's Issues (the magazine homeless people sell) has a short story & poetry section that accepts submissions. There's also Albedo 1 (fantasy, sci-fi and horror magazine). Hope this helps...

Go into Easons and buy The Writers Handbook. Seriously. Its not that expensive and it will be worth every penny.
