We have a seasonal tourist small business. This year was a disaster trying to get staff to work with us although we offered a good hourly rate. I thought that next year we should try and get some students from eastern Europe - any suggestions how this could be organised. We will provide accomodation etc...

Try contacting the commercial section of the relevant embassies for lists of employment agencies and / or colleges.
