    what is the best software for resizing pictures?

    You can resize pics with Irfanview for free. http://www.irfanview.com/

    You could also use Picasa - http://www.picasa.com/ - which is touted by Google. It's quite good.
    Also, if you have MS Office, with MS Office Tools, installed on your machine you should have a copy of Microsoft Photo Editor (select Start -> Programs -> Microsoft Office Tools -> MS Photo Editor).
    Both these products like Irfanview have image resizing functionality.

    Also, when resizing images and save them as something else so to hold on to the original.
    Also (2), watch out for the compression levels on JPG files.

    I personally use Photoshop CS for this, but I can't in my life advise someone to buy that just for resizing.
    I would go with the MS Photo editor, or maybe even Imaging, which is on Windows as standard install
