DVD Decoder

Have recently formatted my hard drive and when I try to play DVD's it gives the error. "Windows Media Player cannot play this DVD because a compatible DVD decoder is not installed on your computer." Where can I get a DVD decoder and why is it not installed during reinstalliation of windows or at least a DVD decoder CD…

Where can I get a DVD decoder and why is it not installed during reinstalliation of windows or at least a DVD decoder CD supplied with computer?
