What type of equipment do you have? I put my VHS player into the PC via a mojo as I use Avid to edit. Another way would be to Run the VHS player through a camcorder with DV in and out and capture it to premier. Then once it's in Premier export it using the Mpeg encoder and the DVD pal settings. I then open this file in Adobe Encore and in encore add the chapter points. Then Encore makes the DVD, or else just the VOB files that you can burn with Nero.

Got a video capture card ?

    If so:
Plug scart -> composite adaptor into video player
Connect L/R audio into sound card line-in
    Connect video signal into video-in
Run recording software which came with video capture card
    Tell software your hardware settings
Set up record quality / format settings
    Press play on video
    Press record on PC

When capture is complete, burn to DVD using preferred authoring software.
    :D
