Google is your friend. According to this, there are no online establishments with applications for Electron.

Only "Up North".

As far as i know there are no card issuers for this card scheme in Ireland.

visa electron is a debit card, the equivalent in ireland is a laser card, which most banks issue (can also be used as an atm card) only works in ireland though.
