"A Garda superintendent and three rank-and-file gardaí were today refused legal costs for failing to co-operate with the Morris Tribunal.

Judge Frederick Morris said Superintendent Kevin Lennon had lied to the tribunal on almost every issue.

The suspended officer, who represented himself at the tribunal, applied for €37,600 in costs incurred from working six hours every night for 150 nights. He set himself a rate of €40 an hour and also claimed for photocopying and typing expenses"

A Tribunal is sort of like an enquiry... it is NOT a court of law. No one is required by law to tell the truth or furnish information or even turn up for that matter, but if something is discovered during the duration of the Tribunal a person can be arrested and charged seperately.

    ehmmm, No.

Tribunals are bodies other then courts exercising limited jurisdiction in a non-criminal matter, established under Article 37 of the Consitution.
You might want to see the various Tribunal Acts. Tribunals of inquiry can compel witnesses and witnesses' evidence is given under oath. If they lie, they can be charged with perjury.

The right not to self incriminate however is maintained. Any evidence obtained from you can not be used in a criminal prosecution against you. Also rights to fair procedure are maintained, you have the right to legal representation, to cross examine the other side, to have an impartial judge, etc, etc.
