cpu and network problems

    I've had a cpu problem for quite some time now, whenever i do even a little task like using my mouse scroller in internet explorer my cpu usage shoots up to 80 - 100% within the task bar for that process in this case internet explorer. i have up to date mcafee and scan regularly as well as using ad-aware and spybot and my pc seems clean, also used trojanhunter and all found nothing. i defrag and disk check regularly also. i have searched the web for days for a solution and found nothing that worked. this cpu proplem effects my games, programs, everything. my spec is as follows
    Windows xp home edition with service pack 2
    radeon 9200 pro 128mg
    p4 1.7
    512 megs of ram
    soundblaster live
    Maxtor 4DO80H4 disk drive, 80 gbs, 2 partitions D + C
    Lucent winmodem
    Accton EN1207D Series PCI Fast Ethernet Adapter

    the network card i received of my freind it is an old network card and theres seems to be one problem within device manager within network adapter theres hardware thats called microsoft tun miniport adapter #2, and no idea where it came from it says the device cannot start. other than that everything seems fine.

    i am also having network lag on my lan in galway, its a campus that i live in and i use the network card to hook up to the port with a cat5.

    i really cant find a solution for my problems and i know alot about computers myself, any help would be appriciated.
