I noticed that the TCD site seems to be getting a makeover see: www.tcd.ie/iss and www.tcd.ie/library they're looking nice much better than what was there before.

yeah, they seem to be updating it bit by bit...it started with the local pages earlier in the year http://www.tcd.ie/Local - anyway definitely an improvement!
