You play the game using CD2 not CD1.

If you mean when actually installing the program?

It may be asking for the first disk just for shutting down the install.

Try switching off all the CD-ROM Cache and set no read ahead.

Erm, also try switching off auto-notification on CD insertion. Or if it's off switch it on.

    - CD Cache settings
    Right click my computer.
    Select properties
    Select performance tab
    Click File system button
    Select CD-ROM Tab
Set supplemental cache size to Smallest.
Set Optimise to "No read ahead"
    Click OK
    Click OK

    - CD Notification.
    Right click my computer.
    Select properties
    Select Device manager tab
Select CD-ROM and double click your CD-ROM listed.
    click Settings tab
Auto insert notifaction checkbox is what to change.

If you're still having problems with this I suggest you wonder over to the bg2 messaging board on www.interplay.com cause I saw threads talking about the same install problem.
