lack of alcohol licence

I am assuming that if you are a restaurant or coffe shop and are serving wines and spirits, you need some sort of licence? And if you knew of a premises that was serving alcohol without one, you could in theory report them? I kneed to know to whom please! Don't know if this is the right place to ask, but there you…
