When I restart my Dell(Win XP) in DOS mode and type format c: , I get an error message saying that I cannot format the c: drive. Why is this?

Because you are running the OS from the disk you are trying to format.

I assume you are trying to re-install the OS, so get thee over to microsoft.com and download the XP home boot disks program. Create the 6 disks, boot and re-format the entire system to your hearts content.

Alternatively pop the Windows XP disc into the drive and reboot the computer. It should boot from the CD and give you the option of formatting the disc and reinstalling windows. You can also just reinstall windows without reformatting. If the disc doesn't boot, you can change the option in the bios to boot from CD.
