How customisable are VBB3 templates?

I have the image pack for VBB3 knocking around somewhere and was thinking of knocking together a skin pack at some stage - just wondering how customisable layout wise they are - can you limit certain features e.g. quick reply to certain skins and that sort of thing? Neil.
